3. Non-accessible Content
However, the content listed below is not accessible for the following reasons:

Condition: When ICT is a web page.
In content implemented using markup languages, status messages can be determined by roles or properties so that they can be presented to the user through assistive technologies without receiving focus.

9.6 WCAG Compliance Requirements (Conditional)
Condition: When ICT is a web page
At the AA level, the following five compliance requirements of the WCAG 2.1 Guidelines must be met [5]:
1) Conformance level;
2) Complete pages;
3) Complete processes;
4) Use of technologies exclusively in ways that are accessibility-supported;
5) No interference.
NOTE 1: If a webpage meets all requirements from 9.1 to 9.4 or provides an alternative version conforming to level AA (as defined in WCAG 2.1 Guidelines [5]), then compliance requirement 1 is met.
NOTE 2: According to W3C, "WCAG 2.1 Guidelines extend the Web Content Accessibility Guidelines 2.0 [4], which were published as a W3C Recommendation in December 2008. Content that conforms to WCAG 2.1 also conforms to WCAG 2.0 and, therefore, to policies that reference WCAG 2.0 [4]."
NOTE 3: Compliance requirement 5 states that all page content, including content that would otherwise not be a basis for achieving conformance, meets sections 9.1.4.2, 9.2.1.2, 9.2.2.2, and 9.2.3.1.
11.8.4 Repair Service (Conditional)
Condition: When web content is an authoring tool.
If an authoring tool's accessibility verification functionality can detect that the content does not meet a requirement from chapters 9 (Web) or 10 (Non-web documents), as appropriate, then the authoring tool must provide suggestions for fixing it.
NOTE: This does not exclude automatic or semi-automatic repair, which is possible (and recommended) for many types of accessibility issues in content.
